Carrying out good, orderly, clean, professional governance through applying trasparency, accountability, public participation and law enforcement principles.

Madani Society
A pluralistic community order which is identic to harmonious living together with modern, advanced and prosperous civilization, and with high morality and spiritual values, based upon each of their own belief and regillion.

Mission 1
Poverty eradication
To limit the number of poor population and those sensitive to negative impacts which bring them to poverty through :
a. Optimizing poor identity card system.
b. Optimizing poverty eradication program ( through health and education services ).
c. Providing basic skills.
d. Providing working capital.
e. Special environment for fisherman, animal husbandry, agriculture with appropriate technology, information service for cooperative, small-scale and micro business enterprise.

Mission 2
Increasing Human Resources
With the objective to maintain Balikpapan population capable to become the hosts in their own house through free opportunity to enter the primary school and provided with basic health services, preparing superior the human resources in science and technology, with the spirit of entrepreneurship and religious belief piety with high moral values, through strategic programs :
a. Allocation of 20 % of the regional income for education.
b. Health insurance for all city population.
c. Optimizing the function of places of religious duties as the means for people education.
d. City library.
e. Construction of an Islamic Center.

Mission 3
Infrastructure and Investment
To construct the city infrastructure and facilities and to create a conducive investment climate with the focus of :
a. Provision of sufficient clean water and electricity.
b. Rehabilitation and construction roads and bridges.
c. Improving city transportation system.
d. Legal certainty and simplification of permit issuance.
e. Improvement of business and investment climate.
f. Development of small – and mid – scale business enterprises and cooperatives through business clinic and the center for small and mid – scale business enterprises.
g. Finishing the development Somber cooperative and small business investment unit.
h. Development of cooperative and small business enterprises.
i. Opening of new growth centers and provision of sufficient space.

Mission 4
Tourism and Environment
To maintain environment and cool and nice climate through :
a. Continuing the preservation of protection forest of Sungai Wain and Manggar Water b. Catchment Area and city forest of Balikpapan and conservation areas.
c. Continuing the development of tourism areas for environment education of Balikpapan Botanic Garden.
d. Tightening of issuance of environment impact analysis and spatial zone plans.
e. Better and more professional city cleanliness management.
f. Development of more professional city cleaning system.
g. Development of marine and environment tourism and shopping tourism.

Mission 5
Corruption Eradication
Eradicating corruption, collusion, and nepotism through tight and open control via :
a. Transparence and accountability.
b. Law enforcement.
c. Appreciation to government institutions and agencies with excellent achievement.
d. Using electronic tender system.
e. Complaint centers for corruption, collusion, and nepotism.
f. Strengthening the government apparatus human resources.

Mission 6
Family Welfare
To establish and maintain good family units and increase family welfare and prosperity as the main pillar of Balikpapan City through :
a. Increasing the women public and gender equality.
b. Pressing down the rate of violence within the family household.
c. Prevention of pornography, porno action, and drug trafficking.
d. Protecting the families from alcoholic strong drinks, gambling, drug abuse, HIV / AIDS.
